La problématique de la traite d'êtres humains a pris une ampleur considérable au cours des dernières années, tant dans la sphère médiatique que dans l'agenda politique de la plupart des gouvernements et de nombreuses ONG. Pourtant, en Suisse comme ailleurs, les connaissances sur ce thème complexe sont encore lacunaires. Cette étude a pour objectif de combler certaines de ces lacunes, en établissant un état des lieux des différentes facettes de la traite des personnes en Suisse, avec en point de mire la protection sociale des victimes et les politiques publiques en la matière. Un objectif supplémentaire de l'étude est d'analyser la faisabilité et les modalités d'une évaluation quantitative du phénomène en Suisse.

The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Uganda, a National Plan of Action against child sexual abuse and exploitation was developed in 2003. But it is still awaiting official adoption. It should become an integral part of the Poverty Eradication action Plan so that it can attract the financial resources necessary to implement its provisions. It is also recommended that the Plan be reviewed as its term expires in 2007, and change in the situation of children as well as recent developments must be considered in an updated Plan.

This report highlights the failure of the Greek authorities accurately and promptly to identify and protect the rights of individuals trafficked for forced prostitution, including during repatriation and integration processes. It points to the gaps in Greek law and procedures that need to be filled to bring them in line with international human rights standards on trafficking.
Amnesty International is calling on the Greek government to encourage women and girls to report crimes of trafficking against them. It is urging the authorities not to make the respect and protection of their rights - including to dignity and physical integrity - dependent on their willingness to cooperate in law enforcement operations against those responsible for their trafficking. It is calling for assistance and protection laws and practices to be strengthened. Respect for, and protection of, the human rights of trafficked women must be central to the action of all authorities in their responses to trafficking.

This paper firstly examine the deficiencies that exist in the region regarding the protection of children, particularly in light of the adoption of the Stockholm Declaration and Agenda for Action and its requirement to establish National Plans of Action against CSEC. The paper then look at some of the legislative gaps that exist in relation to the major international legal instruments, the Optional Protocol and the Trafficking Protocol and the implications for the protection of children from commercial sexual exploitation in the Asia region. It examine the factors that lead to such legal loopholes, for example, the misperceptions about CSEC which are reflected in the various country legislations and which do not sufficiently protect children from this grave violation of their rights. Finally, it give recommendations to address these deficiencies, for better protection of children from commercial sexual exploitation.
