Titre du document: Document title:Characteristics of suspected human trafficking incidents, 2007-08
Description:

This report fulfills the requirements under Title II, Sec. 201 of the Trafficking of Victims Protection Reauthorization Act of 2005. It is the first in a series that will describe the number and characteristics of suspected human trafficking investigations and their outcomes in the U.S. Data in this report represent a snapshot of the investigations opened by 38 federally funded human trafficking task forces. Because these task forces were not selected to be statistically representative, the data do not represent all incidents of human trafficking nationwide. While attempts were made to collect complete data from all federal task forces, many task forces began collecting data only recently and were able to provide only partial counts of human trafficking cases for the specified period. The Bureau of Justice Statistics (BJS) is working to improve the quality of reported data and to collect data on investigations by law enforcement agencies in areas not covered by federal task forces.

This paper examines the role of child agency as it relates to child protection. The focus arises from recognition that child protection approaches can be ineffective, and even counterproductive, when local context is not given sufficient attention . The prevailing child protection models - child rescue, social services and medical models - commonly neglect local community assets, including the role of children themselves. Yet in many cases these assets may play a critical role, particularly when family and community are the primary line of defence to protect children from violence and exploitation. Rethinking child protection from a rights perspective requires building on empirical and theoretical understandings of child agency and child development, and the interactions between them.

After looking at the "United Nations Protocol to Prevent, Suppress and Punish the Trafficking in Persons, Especially Women and Children", (also known as the Trafficking Protocol), and discussing the different aspects covered in the Protocol in relation to trafficking, the document addresses the question of why clear definitions of key terms such as 'trafficking' are needed and how this influences the different types of data that are needed to plan and make the efforts to prevent and address child trafficking more effective. Then it examines how governments and NGOs work to prevent child trafficking and looks at the actions that are being taken to protect and assist children who have already been trafficked,and discusses the importance of coordination among different actors for effective anti-trafficking, highlighting recommendations on further action that can be taken for increasing collaboration at all levels in the future.

Ce kit de ressources réunit les expériences et la connaissance du Programme et les met à la disposition de ceux qui conçoivent, exécutent et améliorent les politiques et les programmes de lutte contre la traite des enfants. Le kit se compose de cinq livres indépendants mais corrélés dont chacun développe un ensemble de thèmes spécifiques : le Livre 1 est conçu pour aider les utilisateurs à comprendre le trafic d'êtres humains, en particulier la traite qui concerne les enfants (personnes de moins de 18 ans) ; le Livre 2 porte sur l'acquisition des connaissances préalables à la conception de réponses à la traite des enfants ; le Livre 3 est consacré à l'établissement d'un cadre juridique et décisionnel dans lequel on pourra faire face à la traite, et également à la mobilisation et à l'établissement de partenariats ; le Livre 4 étudie l'action corrective réelle permettant de faire face à la traite des enfants ; le Livre 5 présente les processus qui peuvent contribuer efficacement à une action corrective et met en lumière, entre autres, la valeur de la participation des enfants, du suivi et de la documentation des enseignements acquis.
