Following the child protection reform (2001-2004), the number of children in institutions has declined, while the number of children in foster families is steadily growing. The number of children abandoned in hospitals is also rapidly declining. With one or both parents living and working abroad, children are often without adult care and supervision and many times end up vulnerable on the street.10 Thus, despite these changes in legislation, the number of children living apart from their parents, susceptible to exploitation, remains extremely high.

There are approximately 120,000 new orphans every year6, and between 2002 and 2009 the number of crimes against children more than doubled. Poverty, power imbalances, and disorganized application of laws and social services contribute to the risk of commercial sexual exploitation of children (CSEC) in Russia.

However in response to the globalization of a growing sex industry, and the increasing amount of sex trafficking, the Netherlands has adopted a unique harm-reduction approach by way of legalizing and regulating voluntary sex work.

The analytical approach adopted uses the terms illegal markets and illegal activities to define the scope of the assessment of organised crime. The current analysis outlines a number of new threats. Another category of threats is associated with the use of new technologies in offering sex services, bank card fraud, vehicle theft, etc.
