Description:
The ban on purchasing sexual services has reduced demand for sex and thus contribute to reduce the extent of prostitution in Norway. The enforcement of the law, in combination with the laws against trafficking and pimping, makes Norway a less attractive country for prostitution based trafficking than what would have been the case if the law had not been adopted. Furthermore, the economic conditions for prostitution in Norway are reduced following the implementation of the law. These effects are in line with the intentions of the law and are thus not considered as unintended side effects. This report does not find any evidence of more violence against prostitutes after the ban on buying sex entered into force.

L'objectif de cette étude est de fournir des informations contextuelles issues de la littérature internationale sur l'exploitation sexuelle et la prostitution et sur leurs conséquences sur l'égalité entre les femmes et les hommes, à la suite du rapport de la commission des droits de la femme et de l'égalité des genres. L'étude porte principalement sur la question de savoir si la prostitution peut être volontaire ou si elle doit plutôt être considérée en toute circonstance comme une violation des droits humains de la femme. Elle présente également un aperçu des mesures relatives à la prostitution adoptées dans les États membres, ainsi que quatre études de cas: l'Allemagne, l'Espagne, les Pays-Bas, et la Suède. Des conclusions sont présentées dans le but d'approfondir le débat.

While the author explored individual factors and noticed, for example, an association between an overall experience of childhood disadvantage and sex work involvement, the preliminary findings also point to the contribution of punitive laws and regulations, stigmatizing public attitudes and institutionalized practices that make it difficult for sex workers and others involved in the sex industry to access protections and supports like other Canadians.
