Los niños son los que entran o que viajan a través de Francia para los propósitos del hurto, del petición y de la prostitución. Mucha de ellos son traficados por la fuerza mientras que otras recorrido de su propia volición - algo más adelante que se alcanza en redes de tráfico. La mayoría de estos niños viene de Europa Oriental - notablemente Rumania - y de las Áfricas occidentales. El gobierno de Francia está intentando trabajar con los gobiernos de los países de los cuales los niños originan. La buena cooperación se ha establecido con las autoridades de Rumania y las dos fuerzas de policía están trabajando juntas para asegurar la protección de cualquier niño que se vuelva a Rumania.

Titre du document: Document title:Good practices on (re)integration of victims of trafficking in human beings in 6 European countries

This report is the second product of the project "Good practices in the (re)integration of victims of trafficking in human beings from an empowerment perspective”. This project, financed by the Daphne-initiative of the European Union, was carried out by the Programme Bonded Labour in the Netherlands (BLinN) of Novib/Oxfam Netherlands and Humanitas in the Netherlands, together with Change and Oxfam-GB in the United Kingdom .
The report continues and elaborates on the work done by Aika van der Kleij about legal provisions for victims of trafficking in human beings in six European countries . With this information on legal provisions in mind, the researchers visited organisations in the six countries to identify good practices in the field of the integration and reintegration of victims of trafficking in human beings. They looked at the real and practical work of organisations, on issues like health, housing, education, vocational training, employment and reintegration. A first draft of this report formed the input for an international seminar with 20 representatives from the organisations visited, held in April 2003, during which the discussion about good practices was developed further and some concrete recommendations were formulated.

This study is based on the results of the replies to the questionnaire sent to all the member States of the Council of Europe and of the studies made by Ms Hughes which describes how information technologies are used to facilitate the trafficking in human beings for the purpose of sexual exploitation and on the links between trafficking for the purpose of sexual exploitation and Internet. On the basis of these results, it is important to underline the usefulness of Internet and of the new information technologies in general. The fact that Internet is a global network presents various advantages, including the possible use of the technology to better fight organised crime (as provided for by the United Nations Convention against Transnational Organized Crime opened for signature on 14 December 2000).

In most countries there is a gap between the health care needs of victims of sexual violence and the existing level of health services provided in such cases. For instance, in many countries, victims of sexual violence are not examined by a specially trained medico-legal examiner or health care provider. In some cases, victims are subjected to multiple examinations in surroundings that do not meet minimum health standards. Moreover, until now (2003), published protocols or guidelines for health care professionals on the medical management of persons who have experienced sexual violence have not been widely available.
Treatment guidelines or protocols serve a number of valuable functions. In the case of the management of victims of sexual violence, guidelines can help national health systems improve the quality of treatment and support provided to victims of sexual violence; secondly, standard protocols can guide the process of forensic evidence collection; and thirdly, they can be a useful educational tool for health care professionals seeking to increase their capacity to provide an adequate level of care.
