En su informe, la Relatora Especial sobre la trata de personas, especialmente mujeres y niños (Sra. Sigma Huda), observa que, según datos recientes, si bien la mayoría de las víctimas de la trata son mujeres y niñas destinadas a la explotación sexual comercial, son también muy numerosas las víctimas de la trata que se destinan a la explotación laboral y, en el caso de los niños, a la adopción internacional. La trata representa la negación de prácticamente todos los derechos humanos. No obstante, la Relatora Especial cree que se sigue abordando la trata como un problema sobre todo de "orden público". La Relatora Especial, por medio de sus actividades, tiene la intención de poner de relieve los efectos de la trata en los derechos humanos y formular recomendaciones encaminadas a prevenir el fenómeno basándose en un enfoque de derechos humanos y el respeto de los derechos humanos de las víctimas.

Even if pornography and prostitution seem to form two parallel worlds, the border between them is not always as clear as we think. By "pornography", we mean the "representation of obscene things intended to be communicated to the public by means of writings, drawings, paintings and/or photos". Etymologically, "pornography" comes from the word pornos (the prostitute) and the word graphein (the description). Therefore the word "pornography" is used for an explicit representation of anything concerning sexuality. In fact, as long as people engaging in prostitution or pornography are doing it in exchange for payment, these acts are interlinked.

Even though there are no reliable statistics on the subject, it is possible to identify a migration pattern. Countries are divided into countries of origin, transit countries and destination countries. Some countries, like Poland, are countries of origin, transit and destination at the same time. Council of Europe member states includes all three types. Specific measures are needed in relation to each of these groups of countries.

The transformation of 1989 that incited deep socio-economic changes in Poland, has also influenced migration trends. The newly-observed migration trends have recently experienced a certain deceleration (probably as in connection with the economic slowdown and rapid growth in the unemployment rate in Poland). The most important groups of immigrants residing in Poland continue to be the citizens of Ukraine, Belarus and the Russian Federation (mainly irregular and circulation migrants employed in the secondary sector of the labour market), migrants from the Asian countries (mainly Vietnam and China) involved in gastronomy and the sale of cheap, low-quality textiles, and highly-skilled professionals (managers, consultants and language teachers) from Western countries. Migration plays an important role at both the micro level (of the individual or household) and the macro level (e.g. of local communities and regions). The challenge associated with the influx of immigrants has been accompanied by a need to develop adequate legislative solutions.


In fact this booklet is part of a product of comprehensive research and analysis of migration trends in each of six participating EU accession countries: Poland (N°3), the Czech Republic, Slovakia, Slovenia, Romania and Bulgaria (N°1).

Migration is a rather new phenomenon in Romania after 1990. The difference between in-flows and out-flows is significantly in favour of out-migrants in terms of volumes and experiences. In terms of out-flows probably labour migration is the most important form of Romanians moving to a foreign country. Student mobility represents less than one-fifth of the total volume of migrant workers after 1990 and emigration for good has been constantly declining since 1995. There are also significant pull factors that account for labour migration and it is enough to mention here the case of Moldavians migrating to Italy (the northeastern part of Romania is referred to, here, not the Republic of Moldavia). As regarding in-flows, business immigrants are the first who settled on the Romanian territory (during early 1990s), a large proportion coming from China, Turkey and some other Arab countries (Syria, Lebanon). The future trends of out-flow migration refer to a dramatic change of destinations from Central Europe to Mediterranean countries (Italy, Spain, Greece). As migration policies will become more restrictive in new destination countries, it is likely that Romanians will seek work in the new candidate countries (Hungary, Czech Republic and Poland) until the year of accession.
