The Agenda for action against commercial sexual exploitation of children (CSEC) provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. The commercial sexual exploitation of children (CSEC) continues to be a widespread problem in Bangladesh. The 'dowry demand' is prevalent in Bangladeshi society. Bangladesh adopted the Stockholm Declaration and Agenda for Action in 1996 and reaffirmed its commitment in Yokohama in 2001. The National Plan of Action for Children of Bangladesh (2004-2009), developed in cooperation with UNICEF and other stakeholders, includes a section on protection from abuse, exploitation and violence. The major interventions outline: Enabling Environment and Prevention, Protection, Recovery and Reintegration and Prosecution of Perpetrators..

In Belarus, the National Action Plan on enhancing the status of children and protection of children's rights for the years 2004-2010 was adopted in December 2003. Adopting the Stockholm Declaration and Agenda for Action and developing a national plan of action against commercial sexual exploitation of children are essential if action against this violation of children's rights is to be properly structured.

Ce rapport établit un bilan des actions mises en oeuvre et des lacunes persistantes qui doivent être comblées pour lutter efficacement contre l'ESEC dans chacun des pays, selon le cadre de référence fourni par l'Agenda pour l'action, afin de permettre une évaluation systématique des progrès accomplis dans la réalisation des engagements. L'Agenda pour l'Action contre l'exploitation sexuelle des enfants à des fins commerciales fournit un cadre détaillé et établit des catégories d'actions devant être prises par les gouvernements en partenariat avec les organisations de la société civile et autres acteurs pertinents pour combattre les crimes sexuels contre les enfants: coordination et coopération, prévention, réhabilitation et réinsertion, participation des enfants. En Belgique, le Plan National d'Action contre l'exploitation sexuelle des enfants à des fins commerciales (ESEC), adopté en 2001, ayant fait l'objet de nombreuses critiques, un nouveau Plan devrait être élaboré, en y association les différents partenaires de la protection de l'enfance.

En Brasil, el Plan Nacional de Enfrentamiento a la Violencia Sexual Infanto-Juvenil fué aprobado en el 2000, por el Consejo Nacional de los Derechos de la Niñez y la Adolescencia (CONANDA). Este Plan debe ser revisado a fin de incluir actividades específicamente encaminadas a combatir la explotación sexual comercial de niños/as y adolescentes, indicando claramente los actores responsables de su implementación, un marco temporal y contando con un presupuesto asegurado.Para garantizar una actuación realmente eficaz de los Consejos Tutelares, es vital que los municipios, los gobiernos de los estados y los consejos de derecho operando sobre la CONANDA monitoreen mejor su estructuración, la capacitación de los funcionarios y la calidad de la prestación del servicio.

Titre du document: Document title:Breaking the cycle of vulnerability: Responding to the health needs of trafficked women in East and Southern Africa

This report documents three trafficking trends in the region, and looks at the health risks that trafficked women encounter in each one. In all three trends women are vulnerable to sexual, reproductive and mental health-related problems. At present, organisations that aim to counter human trafficking in East and Southern Africa tend to focus on the prevention of trafficking, legislative change, and general victim assistance and return. This report investigates these issues and why the health of trafficked women should be integrated in the trafficking discourse in order to address the vulnerability of victims of trafficking to sexual, reproductive and mental health related problems.
