Titre du document: Document title:Trafficking in human beings, supplementary figures, fourth report of the Dutch National Rapporteur
Description:
Besides quantitative data up to and including the year 2002, this report contained background information and more than 60 recommendations for improving the way trafficking in human beings should be tackled. One of the recommendations was to draw up a National Action Plan for Trafficking in Human Beings (Nationaal Actieplan Mensenhandel - NAM).This fourth report does not go into further detail regarding the abovementioned issues; it focuses on additional quantitative information, concentrating on three areas, namely the victims of THB that have reported to the Foundation against Trafficking in Women (Stichting Tegen Vrouwenhandel - STV), investigations into THB and prosecutions brought by the police (dealt with by the PPS and settled in court). The figures are presented together with figures (already published in previous reports) for the years 2000 to 2002 inclusive, in order to show any trends.

Ce rapport établit un bilan des actions mises en oeuvre et des lacunes persistantes qui doivent être comblées pour lutter efficacement contre l'ESEC dans chacun des pays, selon le cadre de référence fourni par l'Agenda pour l'action, afin de permettre une évaluation systématique des progrès accomplis dans la réalisation des engagements. L'Agenda pour l'Action contre l'exploitation sexuelle des enfants à des fins commerciales fournit un cadre détaillé et établit des catégories d'actions devant être prises par les gouvernements en partenariat avec les organisations de la société civile et autres acteurs pertinents pour combattre les crimes sexuels contre les enfants: coordination et coopération, prévention, réhabilitation et réinsertion, participation des enfants. En 1996, la France a mis en place un Programme d'Action National contre la maltraitance des enfants. En 2006, un Programme d'Actions contre l'Exploitation Sexuelle des Enfants dans le Tourisme a été retenu. La mise en oeuvre d'un plan national d'action contre l'ESEC est essentielle et nécessite de définir des objectifs précis sur la base des problèmes identifiés, assurer une allocation des ressources appropriées à la réalisation de ces stratégies et se doter d'outils de suivi et d'évaluation afin d'honorer les engagements pris à Stockholm et à Yokohama. Il est également nécessaire d'assurer la coordination et la cohésion des mesures de lutte contre l'ESEC avec la participation des différents acteurs de la protectionde l'enfance, ce qui fait encore défaut à l'heure actuelle..

Letter dated 18 January 2006 from the Permanent Mission of Lebanon to the United Nations Office at Geneva addressed to the Office of the United Nations High Commissioner for Human Rights. The letter, from the Director-General of the Ministry of Justice, expresses the hope that this matter be given the appropriate attention by the Office of the High Commissioner through sending qualified experts to organize seminars/workshops for training Lebanese civil servants, and to launch campaigns of awareness for all Lebanese citizens. Moreover, the letter conveys the desire of the Government of Lebanon to cooperate with the international community to address the matter and the wish that Lebanon be enlisted by the Office of the High Commissioner among the Member States seeking technical assistance to tackle the problem of trafficking in persons.

Además, la carta transmite el deseo del Gobierno del Líbano de cooperar con la comunidad internacional para abordar esa cuestión, así como el de que la Oficina del Alto Comisionado incluya al Líbano entre los Estados Miembros que quieren recibir asistencia técnica para tratar de resolver el problema de la trata de personas.

The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. Germany has been noted as a destination country for trafficking in children for sexual purposes, although data collection on the problem remains limited. In 2003, Germany approved the plan of Action for the protection of children and juveniles from sexual violence and exploitation. Germany must ratify the different Council of Europe's conventions and protocols. German law should be reviewed in order to clearly define child prostitution related offences and include punishments for those who purchase sex from a child.

Due to its location at the centre of western Europe, Austria is a country of destination and transit for trafficked children. These children come primarily from Bulgaria and Romania, and are taken to main urban centres such as Vienna, Graz, Linz and Salzburg.The Austrian government developed 3 'National Plan of Action' (1997, 1998, 2004).Implementation of the last (National Plan of Action for Children's Rights) needs to be strengthened through the adoption of more concrete action points, supported with the allocation of appropriate resources. The Plan must also be adopted by the governments of the federal provinces as they are legally responsible for youth welfare matters.

The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Cambodia, the first Five-year Plan against trafficking and sexual exploitation of children for 2000-2004 was developed by the Cambodian National Council for children (CNCC), with technical imputs from government, non-governmental and international organizations. It was a very comprehensive Plan, containing a level of detail unseen, in many other national plans, that focus on the issue. One of its strenghts was the creation of a task force on child trafficking and sexual exploitation : the Department of anti-human trafficking and juvenile protection (DAHTJP). A second NPA is currently being developed.

The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC.Denmark does not have a National Plan of Action that specifically focuses on combating the commercial sexual exploitation of children. The 2003 Action Plan on Combating Sexual Abuse of Children focuses mainly on child sexual abuse and has limited provisions on commercial sexual exploitation of children. The Plan also lacks a monitoring system and financial support to the initiatives envisaged.The absence of provisions tackling child sexual exploitation via new technologies is another serious gap (the Plan only mentions a national hotline for reporting child abuse images found on the Internet).So a fully-elaborate national plan of action focusing on CSEC must be developed, especially in view of the limited provisions for countering CSEC within the existing national plans. The plan should be sufficiently resourced and include an appropriate monitoring system.

In Indonesia, although a National Plan of Action on CSEC has been adopted, its implementation and monitoring has been rather weak. This is partly due to the fact that it was not adopted widely at national level, as without an adequate level of promotion, and awareness raising by central government, the limited understanding of CSEC issues on the part of provincial governments makes them reluctant to adopt and implement the Plan. This results in a severe gap in the implementation of national policies to protect children from commercial sexual exploitation and trafficking.
