The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation; prevention; recovery, rehabilitation and reintegration; child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Mongolia, there is only one CSEC-specific rehabilitation programme, which is run by the Mongolian Adolescent's Development Centre, in a district of Ulaanbaatar. However, only in severe cases of violence, children are actually referred to it. Strengthening capacity of staff is identified as a priority to ensure that proper rehabilitation care is provided to meet the needs of the children. As such, Mongolia presents a serious lack of shelters, support and rehabilitation services for children escaping CSEC.

The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Philippines, the Framework for Action against the commercial sexual exploitation of children (2000-2004) was developed in accordance with the Stockholm commitments, complementary to the National Comprehensive Programme for Child Protection. A severe weakness of the Framework was the lack of monitoring mechanisms to assess the implementation of its specific programmes. An evaluation was conducted, which has served as the basis for a draft follow up framework currently being discussed. Furthermore adequate financial resources are yet be allocated for the Plan's implementation, particularly to support the coordinating body so that it is not solely dependent on backing from the UNICEF.

It provides the basic background information for the development of a coordinated cross-sectoral and inter-gouvernmental response to CSEC, and resulted from a participatory and consultative process. But little concret action has been undertaken to implement the NPA, which has rather served as a lobbying and advocacy tool for civil society groups working on CSEC.

South Korea developed a National Plan Action on children, which tackles crimes against children, including commercial sexual exploitation. The NPA includes measures to enhance legislation, support institutions working on child and youth protection, monitor and regulate Internet usage, and prevent sexual crimes and violence against youth.

The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Taiwan, "enjo kosai" (a Japan term for compensated "companionship" through dating websites, which generally involves the provision of sex for remuneration) has been practised by both girls and boys who become victims out of curiosity or to gain quick income. Otherwise, Taiwan is a destination country for trafficking in women and children for sexual purposes, lured to Taiwan through false promises of lucrative employment or fraudulent marriages. The National Plan Action (NPA) to prevent sexual exploitation of children in Taiwan was completed in 2000, as a joint effort by Taiwanese NGOs, child welfare, health and law enforcement officials and various government departments. The Plan's development was led by ECPAT Taiwan, by appointment of the Ministry of the Interior. The law reform project, currently being examined by the Child Welfare Bureau, proposing that only those children, whose families have proved unable to care for them properly, be referred to shelters, should be approved.

In Thailand, the Prevention and Suppression of Prostitution Act penalises those who own, supervise or manage a prostitution business or a prostitution establishment : it is the primary law to protect children against prostitution. Child victims and also child offenders are dealt with by the Department of Juvenile and Family Litigation, and generally subject to the provisions of the Act on the Establishment of Juvenile and Family Courts. Greater collaboration among Thai and foreign law enforcement of all tourist sending countries is required to ensure prosecution of foreign child sex offenders.
