La Agenda para la Acción contra la Explotación Sexual Comercial de Niños, Niñas y Adolescentes (ESCNNA) ofrece un marco detallado y categorías de acciones que los gobiernos deben realizar, en asociación con organizaciones de la sociedad civil y otros actores pertinentes.para combatir los delitos de explotación sexual comercial de niños, niñas y adolescentes: coordinación y cooperación, prevención, protección, rehabilitación y reinserción, participación de la niñez. En Mexico, el Plan de Acción Nacional para Prevenir, Atender y Erradicar la Explotación Sexual Comercial Infantil fué desarrollado a través del Sistema nacional para el desarrollo integral de la familia (SNDIF). Es esencial garantizar la asignación de recursos públicos suficientes para instrumentar el Plan. Debe ser actualizado a finde establecer actores responsables y marcos temporales para la implementación de cada acción. También es preciso convertir el Plan en ley o política de estado para asegurar que su implementación no se vea perjudicada por los cambios de gobierno.

Migration from Nigeria to Europe has attracted considerable attention from both governments and the media. This is partly because some elements of this migration flow are related to trafficking in persons and other criminal activities, and also because Nigerians have become prominent among sub-Saharan African asylum seekers in Europe. There are several hundreds of thousands of Nigerians throughout Europe, half of whom live in the United Kingdom. Italy is host to the second-largest group of Nigerians and is the most important destination for trafficking in persons from Nigeria. Although existing research and documentation on Nigerians in Europe concentrates on prostitution, trafficking and other criminal activities, the great majority of Nigerian immigrants living in Europe without any involvement in such activities are ignored.

Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Nepal the National Plan of Action against Trafficking of Women and Children for Commercial Sexual Exploitation, developed by the Ministry of Women, Children, and Social Welfare, was adopted in 1998 and revised in 2003. The most recent development is the 10-Year National Plan of Action (2005-2015). Nepal must develop a specific national plan of action to end the commercial sexual exploitation of children, better understanding and a knowledge base on CSEC needs to be developed through research and training for more effective action.

However, its provisions in relation to CSEC are vague and constitute a declaration of principles rather than a plan of action. So, a national plan of action against commercial sexual exploitation of children must be developed to fulfil the commitments made at the Stockholm and Yokohama Congresses and reinforced at the Ljubljana review in 2005.

New Zealand finalised its National Plan of Action against commercial sexual exploitation of children, entitled Protecting Our Innocence in Dec. 2001. Nevertheless, it is rarely, if ever, referred to in related government policies or work programmes. So the Government should provide adequate provisions for implementing and monitoring the plan, particularly in relation to allocation of adequate resources, coordination and monitoring.
