Description:
La Agenda para la Acción contra la Explotación Sexual Comercial de Niños, Niñas y Adolescentes (ESCNNA) ofrece un marco detallado y categorías de acciones que los gobiernos deben realizar, en asociación con organizaciones de la sociedad civil y otros actores pertinentes para combatir los delitos de explotación sexual comercial de niños, niñas y adolescentes: coordinación y cooperación, prevención, protección, rehabilitación y reinserción, participación de la niñez. En Nicaragua, el Plan Nacional contra la ESCNNA fué elaborado para las 2003-2008. En la práctica, el Plan ha tenido muy poca aplicabilidad porque no ha logrado movilizar a otros sectores, reduciendo su ámbito a la Comisión destinada para su cumplimiento. Es urgente que el mismo nivel de coordinación y colaboración que hizo posible la elaboración del Plan Nacional, sea logrado para su implementación.

Titre du document: Document title:No escape ? - An Investigation into London’s Service Provision for Women Involved in the Commercial Sex Industry
Description:
The POPPY is the only UK organisation to provide accommodation and support services for women who have been trafficked into the United Kingdom for sexual exploitation. This short study seeks to address the needs of women involved in the commercial sex industry. In order to do so, a survey of more than two hundred projects was conducted that identified existing services for women in the sex industry in London, and sought to gather information on the exact nature of services provided. Any perceived gaps in service provision, either identified by project workers or clients, are noted in the conclusion and recommendations.

The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Norway, based on the experiences of the first Action Plan (2003), the Government launched a follow-up Plan of Action on Combating Trafficking, for the period 2005-2008, identifying new initiatives and giving more attention to trafficking in children. But it is necessary to conduct a policy review of all the current initiatives to combat the commercial sexual exploitation of children, to identify gaps in the existing national plans and their implementation and to design the necessary follow-up actions

La Commission nationale Citoyens-Justice-Police a pour mission d'enquêter sur les
rapports entre les citoyens et les forces de sécurité, sur le contrôle et le traitement
de ces rapports par l'institution judiciaire. Elle existe depuis janvier 2002. En sont
membres : la Ligue des droits de l'Homme (LDH), le Mouvement contre le racisme et
pour l'amitié entre les peuples (MRAP), le Syndicat des avocats de France (SAF), le
Syndicat de la magistrature (SM). Le secrétariat et la coordination sont assurés par
la LDH. La Commission nationale fonctionne sur saisine, uniquement.
Entre juillet 2002 et mai 2006, près de 90 dossiers de violences illégitimes exercées
par des fonctionnaires de la police nationale ont été instruits par la Commission
nationale. Depuis sa création en 2002, la Commission nationale a diligenté 7
enquêtes, dont la présente mission.

Titre du document: Document title:Online victimization of youth : five years later
Description:
The Internet holds tremendous potential for our nation's youth; however, the misuse of the Internet to prey on them is a serious problem requiring action by legislators, families, communities, and law enforcement. While we have made some strides in helping to prevent such victimization, the results of this survey, Online Victimization of Youth: Five Years Later, shows we have not done enough. Exposure to unwanted sexual material, sexual solicitations, and harassment were frequently reported by the youth interviewed for this study. While we are encouraged by the smaller proportion of youth who received unwanted sexual solicitations, we are disturbed by a new trend of solicitors asking youth to provide sexual pictures of themselves. These results call for a more aggressive prevention plan. While we strongly believe in the power of the Internet to provide valuable information for those of all ages, we also believe children need extra attention and guidance as they venture online, because they, more than any other group of the population, are most vulnerable to risks found on the Internet.

In Pakistan, a National Plan of Action against Child abuse and exploitation was developed In 2001, and revised in 2004-2005. The National Commission for Child Welfare and Development is the main agency responsible for implementing the CRC( Convention on the Rights of the Child) in Pakistan, and for coordinating implementation of the National Plan of Action. But with the merging of the National Plan of Action on CSEC into the National Plan of Action on Children, the Government of Pakistan must ensure that this does not undermine the importance and the commitment of translating the provisions against CSEC into actions. The Government needs to allocate an adequate budget and work on the provisions against CSEC in consultation with relevant government agencies and NGOs

El propósito de este documento es describir la problemática de la trata en cada uno de los países mencionados y sus respectivas particularidades. Igualmente, busca establecer los desarrollos legislativos y las respuestas institucionales de cada Estado en su lucha contra este delito. Los tres países presentan escenarios bastante complejos, y con grandes desafíos para enfrentar de una forma adecuada la trata de personas. Colombia es esencialmente un país de origen, en donde se manifiesta este delito en diversas modalidades como la prostitución forzada, la explotación sexual comercial de niños, niñas y adolescentes y el trabajo infantil forzado, entre otros. Adicionalmente la situación de violencia en Colombia representa un factor que genera otras manifestaciones de la trata como por ejemplo el reclutamiento forzado de niños, niñas y adolescentes para los grupos armados ilegales.

In Paraguay, en el 2003, el Consejo nacional de la Niñez y Adolescencia, aprobó el Plan nacional de Prevención y Eliminación de la Explotación sexual de Niños, Niñas y Adolescentes (2003-2008). Pero es necesario revisar el Plan para que se definan acciones de acuerdo a las diferentes manifestaciones de la ESCNNA. Recursos financieros adecuados y equipo técnico capacitado son esenciales para su implementación, así como la coordinación entre los actores involucrados. Además, se deben crear mecanismos para facilitar la participación de niños, niñas y adolescentes.
