Titre du document: Document title:Global monitoring report on the status of action against commercial sexual exploitation of children - Russia
Description:
The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. Russia has no national plans addressing human trafficking or any initiatives to address child trafficking, in spite of the dimension of the problem. Russia must sign and ratify important child protection instruments such as protocols and conventions. Then Russian law should be strengthened to provide a clear definition of child prostitution covering any sexual activity with a child up to the age of 18 for remuneration or other form of consideration, in conformity with the Optional Protocol and to consistently protect all children up to the age of 18. Then a national plan of action is required to adequately address the CSEC.

In Serbia, an National Plan of Action against Human Trafficking was drafted, but not address child trafficking adequately. In addition, a Plan of Action for Children (SPA), was implemented, covering the period 2004:2015. But Serbia must adopt the Stockholm Declaration and Agenda for Action. Furthermore, Kosovo has a serious lack of policies and initiatives to protect children, and the critical situation of children requires urgent attention.

Titre du document: Document title:Seroprevalence and risk factors for hepatitis c virus infection among female commercial sex workers in South Korea who are not intravenous drug users
Description:
Several previous studies have reported a high prevalence of hepatitis C virus (HCV) infection among commercial sex workers (CSWs), but the situation is often compounded by coexisting factors, such as intravenous drug use. The authors conducted a seroepidemiologic study of 1,527 female CSWs in South Korea. All participants tested negative for human immunodeficiency virus and were not illicit intravenous drug users (IDUs). Twenty-one participants (1.4%) were positive for antibodies to HCV. According to the multivariate logistic regression analysis, a history of acupuncture and diabetes mellitus were associated with the seroprevalence of HCV, whereas time spent as a CSW showed only borderline significance. Sexual activity was not an independent predictor of increased risk for HCV infection in female CSWs who had never been illicit IDUs.

Sexual exploitation of children has long been seen as an issue in South Asia, but it is viewed as being limited to girls. Consequently tje prostitution of boys is little understood. The study focused on determining the existence and studying the nature of the prostitution in Hyderabad. It includes personal in-depth interviews with boys engaged in prostitution, or vulnerable to prostitution, and with some boys who have left prostitution. The study concluded that the number of boys selling sex have increased by alarming proportion in the past three years. The issue of the prostitution of boys must be recognised by national, state and local governments and NGOs, and they must allot the necessary resources to tackle it.

Pakistan's high population growth rate and rapid urbanisation have given rise to more and more children working and living on the streets. These children are vulnerable to all forms of abuse including sexual exploitation. The main factor pushing these boys into commercial sex is the need for basics such as food, clothing, accomodation and money. The country has a National Plan of Action (NPA) for children, and regularly reports to the United Nations Convention committee, and also a NPA against child sexual abuse and exploitation. But the issue of the age of a child is remains unresolved; the laws and the cultural practices differ on how to define a child. The country has some child protection laws, but the enforcement is weak.
