Titre du document: Document title:Statistical abstract and summary report of Russia’s first multi-regional, multi-media public education anti-trafficking campaign
Description:
On May 16th, 2001 the Angel Coalition, a consortium of 43 Russian NGO's, launched an intensive 100 day anti-trafficking campaign in Moscow, St. Petersburg, Nizhni Novgorod, Yaroslavl, Petrozavodsk and Veliki Novgorod with simultaneous press conferences in all six sites and the distribution of campaign literature, bus posters, metro cards, TV and radio spots. During the course of the campaign, over 1000 community volunteers in six regions distributed 50,000 posters, 600,000 information booklets, 100,000 stickers, 5,000 buttons, 25,000 printed packets and 12,000 bus/metro placards. Community action events included organizing parades, demonstrations, lectures, and legislative activity.

New communications and information technologies have created a global revolution in communications, access to information, and media delivery. There are a lot of positive aspects to the global revolution, but there are also some very negative ones. This report describes the most negative ones--how communications and information technologies are used to facilitate the trafficking of women and children for sexual exploitation. This report is not about legal definitions. In fact, many of the women and children's experiences fall into gray areas, rather to conform to precise definitions. Also, much of the research on sexual exploitation and the Internet deals with images, and the people in the images are not available to be interviewed and asked questions to clarify their experiences, their consent or coercion, their freedom or slavery.

If the New Zealand proposed Prostitution Reform Bill is passed, a massive prostitution industry will develop and it will be very difficult to adopt a more progressive policy such as the Swedish model in the future. The decriminalisation proposed in New Zealand, through the removal of any regulatory mechanisms or policing of an industry which constitutes the exploitation of poverty, sexual abuse, homelessness, drug dependence and powerlessness, creates conditions extremely dangerous to the human rights of women and girls.

Description:
Prostitution is a profession that is low-skill, labor intensive, female,and well paid. This paper proposes the following explanation. A woman can be either wife or prostitute, but not both. If marriage is a source of income for women, then the prostitute has to be compensated for foregone marriage market opportunities. Hence, prostitution must be better remunerated than other low-skill occupations. Furthermore, we discuss the link between income and prostitution, and show that prostitution may decrease not only in female income but also in male income, suggesting one reason why prostitution has seen a secular decline in developed countries. We point to the role of male sex ratios, and males in transit, in sustaining high levels of prostitution, and discuss possible reasons for its low reputation. Finally, we argue that recognition of prostitution as a female strategy may add to the understanding of the evolution of marriage patterns.

This attempt is a necessary and most welcome contribution to the development of a European policy. The study is comprehensive on covering the various aspects of the prevention and combating of trafficking in children for sexual purposes. This approach is reflected in the concrete and specific conclusions dealing with such different issues as the need for enhacing international standards by ratifying protocols to international conventions, strengthening of the enforcement of the law, prevention campaigns, training for professionals and also the need for special protection and for special attention for the (possibilities of) repatriation.

The trafficking of women for forced prostitution into Greece is a serious problem and a grave human rights abuse. After many years of failing to address this abuse, a joint ministerial decision by the ministers of public order and interior was signed in May 2001 providing for a "work management group on trafficking” to develop, coordinate and implement anti-trafficking policy in Greece.1 Human Rights Watch welcomes this initiative in light of the growing scale of trafficking in Greece, which has been acknowledged by the Greek government and many other sources. However, Human Rights Watch believes that the Greek government should take urgent action on a number of fronts to combat trafficking and to protect the human rights of trafficked women. While the work management group is mandated to make its recommendations within one year, the urgency of Greece's trafficking problems calls for immediate measures to ensure that no trafficking victim will be required to wait another year before she has access to justice for the serious abuses she has suffered.
