Prostitution, pornography, and other forms of commercial sex are a multibillion dollar industry which enrich a small minority of predators, while the larger community is left to pay for the damage. People "used” in the sex industry often need medical care as a result of the ever-present violence and survivors frequently need mental health care for post-traumatic stress disorder, psychotic episodes and suicide attempts. The sex trade plays an active role in promoting alcohol and drug problems. Pimps also use prostituted women in forgery and credit card fraud. The community must pay for chemical dependency treatment, insurance costs and incarceration. In addition to these costs, the community loses the contributions which might have been made to legitimate community productivity by those used up in the sex industry while the operators of sex businesses not only do not pay for these expenses, many manage to avoid paying taxes at all. This document aims to explain how prostitution works and why it cannot still continue.

Participants agreed that it seemed finally that the tide had changed in the long combat against sexual exploitation of children. All involved had now passed from "Indignation to Action” but that much still needed to be done. A multidisciplinary approach was needed and effective implementation of decisions that had already been taken. As the Minister of Justice said, everybody must continue to make the public aware of these crimes, pool our experiences and coordinate action.

The current prominence given by the international community to this Article is based on recognition of the scale of harm involved. This refers not only to the traumatic effects on individual children but also to the number of children reported to be affected. Within the provisions of the Convention, the theme of the sexual exploitation of children also includes those articles that provide the services and resources to children that should prevent sexual exploitation taking place, as well as articles that provide protection against other forms of exploitation, and against the sale and traffic of children. It is also important to take into account articles intended to provide support for parents so that the sexual exploitation of children does not become an inevitable income-generating mechanism within family survival strategies.

On reconnaît maintenant l'ampleur du problème de l'exploitation sexuelle des enfants, et surtout l'envergure des dommages ainsi causés aux enfants, non seulement en regard des traumatismes individuels, mais également en regard du nombre d'enfants victimes. Une telle prise de conscience vient expliquer pourquoi la communauté internationale semble si préoccupée par l'article 34 de la Convention relative aux droits de l'enfant. Il est à noter que la Convention prévoit également la mise en place de services et de ressources nécessaires en vue de la prévention de l'exploitation sexuelle, de même que la protection contre d'autres formes d'exploitation ainsi que contre la vente et le trafic d'enfants. Notons également l'importance de venir en aide aux parents afin d'éviter que l'exploitation sexuelle des enfants ne devienne un mécanisme de subsistance intégré aux stratégies de survie de la famille.
