Description:
Four ASEAN member countries, namely Cambodia, Indonesia, the Philippines and Thailand, allowed external researchers to examine and assess their internal processes of data collection. This demonstrates their commitment to continual improvement. The results of the research are compelling. There is clearly an urgent need to improve existing data on trafficking so that we can more fully understand the trafficking situation, and develop responses that are effective and efficient. This report is the first step in getting access to better data and ultimately better information and knowledge about trafficking in persons.

Depuis que l'on a introduit, dans la décision cadre européenne de 2002, une définition large et juridiquement contraignante de la traite des êtres humains reprenant toutes les formes d'exploitation, les États membres sont confrontés à diverses catégories d'individus qui remplissent les conditions requises pour bénéficier des programmes de protection.
Les politiques de lutte contre la traite des êtres humains recouvrent une série complexe de politiques différentes qui ont subi une multitude de changements discursifs au cours du siècle dernier. Dans le contexte de l'UE, les instruments mettent en évidence l'approche pénale et légale adoptée dans le cadre des politiques de lutte contre la traite des êtres humains. Le gouvernement danois a, à plusieurs reprises ces dernières années, souligné qu'il fallait intégrer une dimension sociale dans ces politiques. Par conséquent, il faudrait associer les instruments de gouvernance et les activités de tous les domaines politiques, y compris l'emploi, la politique sociale, la santé et les questions de consommateurs, la justice et les affaires intérieures et les relations extérieures, des institutions communautaires concernées.

Tant que la ' lutte contre la migration illégale ' est placée au-dessus de la protection des droits de la personne des migrant-(e)-s, la traite des êtres humains ne pourra pas être combattue effectivement en protégeant les victimes. Tant que des rapports de travail basant sur l'exploitation sont acceptés par la société et sont considérés comme des nécessités économiques, la traite des êtres humains prospèrera. Le débat sur la traite des êtres humains ne doit en aucun cas stigmatiser à nouveau les femmes victimes de la violence et de l'exclusion en tant qu'objets passifs. Elles sont elles aussi des sujets actifs avec des projets de vie personnels.

Description:
The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Benin, a comprehensive national plan of action against all forms of commercial sexual exploitation of children must urgently be developed through a consultative process with relevant stakeholders, including children. An adequate budget must be allocated for its implementation, and the activities and implementing agencies must be clearly identified and a coordinating, monitoring and evaluation mechanism must be put in place. The National Unit for Monitoring and Coordination for the Protection of Children requires strengthening of its capacity in terms of financial, technical and personnel resources to more successfully carry out its mandate. Benin's Plan d' Action National de lutte contre l'exploitation sexuelle des enfants au Bénin 2005-2009 consists rather of a framework for action than a plan providing for specific activities.

On April 23, 2004 staff of the Chicago Coalition for the Homeless (CCH) and 42 volunteers conducted one-on-one interviews with 159 men in nine popular Chicago bars, on the streets of high volume 'bar-areas' in scattered neighborhoods throughout the city, and at Chicago's Union Station.
The Prostitution Alternatives Round Table (PART), a project of the CCH decided to make contact with some men who may pay for sexual services in Chicago to determine their characteristics, the frequency with which they paid for sex acts, their interactions with law enforcement, their knowledge of the plight of women and girls involved, and their attitudes about the sex trade industry.

The Court appreciates that the expulsion order imposed on the applicant had a serious impact on his private life and on the relationship with his parents. However, having regard to all circumstances of the case, and in particular to the seriousness of the applicant's offences, which cannot be trivialised as mere examples of juvenile delinquency, the Court does not consider that the respondent State assigned too much weight to its own interest when it decided to impose that measure. In the light of the above, the Court finds that a fair balance was struck in this case in that the applicant's expulsion was proportionate to the aims pursued and therefore necessary in a democratic society. Accordingly, there has been no violation of Article 8 of the Convention.Contains the concurring opinion of Judge Rosakis.

Titre du document: Document title:Child laundering as exploitation : applying anti-trafficking norms to intercountry adoption under the coming Hague regime

The Hague Convention's concern that adoptions not subvert the best interests and rights of children through the illicit practices of abducting, selling, and trafficking in children has found much resistance in the United States. Child laundering occurs when children are illicitly obtained by fraud, force, or funds, and then processed through false paperwork into "orphans" and then adoptees. Child laundering thus involves illegally obtaining children by abduction or purchase for purposes of adoption. The author has documented and analyzed the widespread existence of child laundering in the intercountry adoption system. This article argues that child laundering is a form of exploitation, and hence qualifies as a form of human trafficking. Once child laundering is understood as an exploitative form of child trafficking, legal and ethical norms currently applied to human trafficking become applicable. Thus, the Hague Convention on Intercountry Adoption should be implemented according to its intent as an anti-trafficking Convention.
