Titre du document: Document title:YPP regional consultation report, empowering youth to fight trafficking and the commercial sexual exploitation of children
Description:
The Youth Partnership Project for Child Survivors of Commercial Sexual Exploitation in South Asia (YPP) is an innovative project coordinated by ECPAT International working to empower and build the capacity of child survivors and youth at risk of commercial sexual exploitation and trafficking to take the lead in the fight against CSEC. Large numbers of children are trafficked annually in South Asia, with estimates as high as 350,000 in India, 40,000 in Nepal and 29,000 in Bangladesh. Trained YPP youth have set up peer support programmes in schools located in high-risk areas and are reaching out to local communities through awareness campaigns in an effort to reduce the numbers of children trafficked to cities and neighboring countries.

Esta tesis tiene por objeto el estudio de elementos de carácter histórico y socio-jurídico sobre prostitución y sexualidad vinculadas a la reglamentación de la prostitución, desde el siglo XIX hasta el final de la dictadura franquista en España. A lo largo del recorrido histórico que se realiza se rastrean los discursos que se han referido a las mujeres -como objeto- respecto a la prostitución, generalmente en relación a la reglamentación o a su prohibición, así como los discursos sobre prostitución y sexualidad que las mujeres han desarrollado -como sujetos- en el seno de los movimientos feministas. Esto quiere decir que se atiende a los discursos y saberes hegemónicos que se han elaborado en los ámbitos jurídico, criminológico o médico, saturados de poder, y a los discursos y saberes de resistencia que las mujeres, como grupo oprimido, han creado para desasirse de la subyugación a la que están sometidas en el ámbito de la sexualidad. La tesis finaliza con la presentación de las conclusiones a las que se ha llegado tras la investigación a través de la comprobación de las hipótesis planteadas en el Capítulo I.

Working from the assumption that geographies of sex work are produced through the selective enforcement of (national) legislation, this project set out to show that blanket characterisations of regulation tend to obscure variations in the enactment of the law; to put it simply, the authors began with the assumption that prostitution law does not descend unchallenged from above, but is enacted contextually and selectively, meeting spaces and moments of resistance. The stage involved conducting semi-structured interviews with regulators, In total, eleven interviews were conducted in Stockholm; 11 in Amsterdam; 14 in London and 17 in Edinburgh.

As of December 31, 2006, 27 states had enacted -some form of anti-trafficking law -- including 25 state criminalization statutes, 10 laws to create statewide interagency task forces, commissions, or special studies, four laws to regulate international marriage brokers that operate in the state, and four statutes to regulate travel service providers that facilitate sex tourism.

They especially recommend that states consider creating statewide interagency task forces, by statute, as this is a strategy that has been proven effective in building partnerships among the executive branch, the legislature, law enforcement, advocates for women's human rights, and such service providers as battered women's shelters, rape crisis centers, refugee and immigrant rights groups, legal services attorneys, and programs designed specifically to aid victims of trafficking. Through a statewide task force, these key leaders propose legislation that will confront trafficking in the state in the most effective manner -- and with the broadest and deepest support of key leaders.
