Public awareness of prostitution as a human rights issue has grown in recent years, along with an understanding of the harm resulting from sexual exploitation as commercial enterprise. There is also recognition of the need to understand prostitution in its cultural contexts, and the need to understand the social structures and the psychological articulation of misogyny that stimulates and sustains prostitution as a social institution. The authors of this research report realise that although it is essential to address the urgent mental and physical needs of women and children during prostitution and after their escape, it is also imperative to address men's demand for prostitution which is at the root of the problem. Acceptance of prostitution is one of a cluster of harmful attitudes that encourage and justify violence against women. Violent behaviours against women have been associated with attitudes that promote men's belief that they are entitled to sexual access to women, that they are superior to women, and that they are licensed as sexual aggressors. Men who use women in prostitution strongly endorse such attitudes towards women.

It recalled that such conduct called for a criminal-law response and that effective deterrence had to be reinforced through adequate investigation and prosecution. Moreover, children and other vulnerable individuals were entitled to protection by the State from such grave interferences with their private life.

The Preparatory Expert Meeting on Child Abuse Images and Sexual Exploitation of Children Online was held in Bangkok, Thailand on 14-15 August 2008. The expert meeting was organised by ECPAT International in preparation for the World Congress III against Sexual Exploitation of Children and Adolescents, to be held in Rio de Janeiro, Brazil on 25-28 November 2008.

Global experts working in various related fields - law enforcement, research, rehabilitation of victims, advocacy, technology, etc. - were invited to share their knowledge
and highlight the issues that need to be urgently addressed to more effectively counter child abuse imagery and the sexual exploitation of children online. The meeting consisted of four thematic panels, followed by working groups to explore issues arising from the panel presentations.

A very informative and exciting exchange of ideas and information took place, and important recommendations were made on how to tackle the issue in view of its current manifestations (the recommendations are highlighted in bold throughout this report and summarised at the end).

This was jointly organized by the South Asia Forum (SAF) and the South Asia Coordinating Group on Action against Violence against Women and Children (SACG) and hosted by the Government of Nepal, a SAF member country.
