Where relevant, the number of Member States providing data, and on which the statistics are based, is
also given. Data from the non-EU countries have been highlighted separately in some sections.
This is a working paper looking at statistical data at EU level as gathered and submitted by national
authorities.

Studies indicate risk for both sex and labor trafficking in the United States is highest when
a confluence of individual risk factors collides with societal and familial pressures. Those
individual indicators include poverty, homelessness, unemployment, a history of sexual abuse,
and history of mental health issues. Among young men and women, rejection by biological
or foster families can increase vulnerability to sex trafficking. Familial and societal pressures
that may increase risk of trafficking include family or relatives involved in commercial sex, a
prevalent local gang culture, and socioeconomic disadvantages associated with race.

It finds that most youth protect themselves from harm in several ways, including using protection against sexually transmitted infections and pregnancy and visiting service providers for health and nonhealth services. However, most of the youth reported needs that were unmet by service providers, including employment assistance and short- and long-term housing, and youth who reached ages 18 or 21 had even greater challenges accessing services.

Part of the bill went into effect on July 1, 2015; however, a large portion of the bill will not become effective until January 1, 2017. The bill is short-titled “Safe Harbor/Rachel’s Act”. Rachel’s Act establishes a new state fund and commission to support needed services for sexually exploited and trafficked children, through additional fines on convicted traffickers and business fees on adult entertainment establishments, and requires the development of a
state plan for the coordinated delivery of services to sexually exploited children.
