The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. Russia has no national plans addressing human trafficking or any initiatives to address child trafficking, in spite of the dimension of the problem. Russia must sign and ratify important child protection instruments such as protocols and conventions. Then Russian law should be strengthened to provide a clear definition of child prostitution covering any sexual activity with a child up to the age of 18 for remuneration or other form of consideration, in conformity with the Optional Protocol and to consistently protect all children up to the age of 18. Then a national plan of action is required to adequately address the CSEC. |
