The article is based on 48 Belgian judicial files (27 Nigerian and 21 Moroccan ones), that concern the
practices that created victims of human trafficking from Nigeria and Morocco in Belgium and some neighbouring
countries. The most efficient criminal entrepreneurs are the very flexible ones, who continuously adapt,
learn, dare to diversify, and sometimes also to internationalize (but mostly with African partners). An important difference
with the Eastern European criminals, is that the Africans most of the time do not
look for coverage of their practices through legal firms. Their learning practice remains re-active; until 2012 it does not
really become pro-active. There is no pro-active longer term vision and no intention to create legal structures that hide
their praxis.

West Africa has long been the focus of United Nations attention, but it is only recently that the international community recognized organized crime as a key issue for the region (drugs, fraudulent essential medicines, maritime piracy, smuggling of migrants, firearms). This recognition stems primarily from a single contraband flow - cocaine - a flow so large that its wholesale value on arrival in Europe would exceed the national security budgets of many countries in West Africa. These threats are both a cause and a consequence of weak governance, a dynamic explored in the present report.

Voilà longtemps que l'Afrique de l'Ouest focalise l'attention des Nations Unies, mais ce n'est que récemment que la communauté internationale a reconnu l'ampleur du problème que constitue la criminalité organisée dans la région. Cette prise de conscience repose essentiellement sur le fait qu'un flux de contrebande en particulier, la cocaïne en l'occurrence, a atteint une proportion telle que sa valeur de vente en gros à l'arrivée en Europe est supérieure au budget de sécurité nationale de nombreux pays de la région. Outre l'évidente menace que pose la cocaïne, la criminalité organisée prend bien d'autres formes (drogues, médicaments frauduleux, armes à feu, trafic de migrants, piraterie maritime) qui mettent tout autant en péril la stabilité de la région. Ces problèmes sont à la fois la cause et la conséquence de défaillances de la gouvernance, une dynamique qui est examinée dans ce rapport.

Este reconhecimento deriva, essencialmente, de um único fl uxo de contrabando - a cocaína - um fl uxo tão vasto que o seu valor por grosso à chegada à Europa excederia os orçamentos da segurança nacional de muitos países na África Ocidental. Enquanto que a ameaça da cocaína é evidente, existem muitas outras formas de criminalidade organizada (drogas, contrabando de migrantes, tráfico de armas de fogo, medicamentos essenciais fraudulentos, pirataria marítima) que ameaçam a estabilidade na região. Estas ameaças são tanto a causa como a consequência da governação frágil, uma dinâmica explorada no presente relatório.
