 The Protection Checklist is intended as a tool to be used by OSCE field staff, as well as other OSCE actors involved in a range of situations along the conflict cycle. Co-operation between the OSCE and the aforementioned actors on the other should be guided by humanitarian principles, a spirit of solidarity, and complementarity with full respect to
the neutral, non-political and humanitarian character of the mandates of humanitarian actors.
