The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Benin, a comprehensive national plan of action against all forms of commercial sexual exploitation of children must urgently be developed through a consultative process with relevant stakeholders, including children. An adequate budget must be allocated for its implementation, and the activities and implementing agencies must be clearly identified and a coordinating, monitoring and evaluation mechanism must be put in place. The National Unit for Monitoring and Coordination for the Protection of Children requires strengthening of its capacity in terms of financial, technical and personnel resources to more successfully carry out its mandate. Benin's Plan d' Action National de lutte contre l'exploitation sexuelle des enfants au Bénin 2005-2009 consists rather of a framework for action than a plan providing for specific activities. |
