The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Kenya, a National Plan of Action to prevent and combat the CSEC was developed in 1997, but its implementation was never initiated and is no longer a valid planning tool. A NPA needs to be drafted upon consultation with all stokeholders concerned. |
