The chief prosecutor of the National Antimafia Bureau (Italy) said that the traffic is at this point organized as a genuine criminal enterprise involving all levels of crime. In order to combat these criminal organizations, two sets of measures are taken simultaneously: not only the obvious one of pursuing the traffickers but also the one involving prevention and the protection of and assistance to the victims.Conference in Helsinki, 10-11 September 2008
