 The purpose of this theme paper is to review international and national legislative progress since Yokohama:

the development and application of relevant international and regional human rights standards;
the development of the necessary national legal frameworks, fulfilling international human rights obligations to prohibit all forms of sexual exploitation of children, to act as a foundation for its elimination;
the implementation and enforcement of existing laws and identification of the need for additional legislation to challenge newly-identified forms or means of exploitation.
The paper concludes with recommendations, based on these reviews, for urgent action to consolidate legislation and implement it effectively, building on progress.
