 In 2003, the UN instituted a zero-tolerance policy regarding the sexual exploitation or abuse of local populations by UN peacekeepers. This report examines the consequences of the policy in Liberia, where a maximalist approach has been adopted, and in Haiti, where a minimalist approach has been adopted.
