Germany has taken a number of important steps to develop the legal and institutional
framework for combating trafficking in human beings (THB). The legal framework has evolved over the
years in the light of the country's international commitments.GRETA is concerned that there are differences between Länder when it comes to co-operation
between stakeholders, the identification of victims of trafficking and providing assistance to them. While some measures have been taken to address trafficking for the purpose of labour
exploitation, GRETA urges the German authorities to take further action to combat this phenomenon. There are no national guidelines for the identification of victims of trafficking. The responsibility
to formally identify trafficking victims lies with the law enforcement authorities. GRETA welcomes the existence of specialised counselling centres assisting victims of human
trafficking for the purpose of sexual exploitation.
