The Lithuanian authorities have taken a series of measures to develop the legal framework and institutional in the fight against trafficking in human beings human. A number of awareness-raising activities were conducted by the Lithuanian authorities, in cooperation with NGOs and international organizations. Different procedures and guidelines apply to the identification of the victims of trafficking, but a national referral mechanism is being developed and should streamline the identification process. GRETA welcomes the increase in the amount of public funds allocated to NGOs that provide services to victims of trafficking. GRETA welcomes the existence in Lithuanian law, of a specific provision concerning the possibility of not to punish the victims of trafficking for crimes that they were forced to commit. GRETA urges the Lithuanian authorities to intensify their efforts to ensure that offences related to trafficking, regardless of the form of holding concerned, be proactive investigations and effective prosecutions, which lead to effective, proportionate and dissuasive sanctions. |
