The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. Italy has not developed a specific National Plan of action against CSEC. The National Plan of Action on the Protection of the Rights and Development of Children at a Formative Age, operational since 2000, includes some provisions on CSEC. However, itsimplementation has been limited by a lack of sufficient funds. New challenges raised by commercial sexual exploitation of children - in particular the involvement of young people in the exchange of sexual services for money, as well as the prostitution of foreign boys - need to be addressed by the Government as well as NGOs through specially tailored programmes, as a matter of urgency. The existing national plans that contain provisions related to CSEC must be reviewedand updated, with adequate resources allocated for their implementation. In addition, a specific NPA against CSEC must be developed. |
