The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In the Netherlands,a National Action Plan for Children was introduced in 2004. However, its provisions in relation to CSEC are vague and constitute a declaration of principles rather than a plan of action. So, a national plan of action against commercial sexual exploitation of children must be developed to fulfil the commitments made at the Stockholm and Yokohama Congresses and reinforced at the Ljubljana review in 2005. |
