The development of the international economy and the integration of states is a natural, unavoidable, and, as whole, a positive process in the development of world civilization.However, in the intensification of the integration, there are negative characteristics. Criminality of these economy and integration is inevitable, due to the deep contradictions that are inherent to any positive process.One of the most effective ways to decrease criminality is the creation of a new world governance system that will absorb certain governing functions from the states. Ways of minimizing the criminality include : overcoming the incompatibilityof the states'legal systems ; improving coordination among various state agencies ; re-thinkingthe role of international law through creating both overarching international legal acts and the system of international justice.
