Description:
 Given the weakness of Paraguayan institutions, the State should move quickly to assume
its responsibility for tackling social issues. Institutions need to be strengthened so that they can
coordinate their approach to complex problems such as sexual exploitation. It is recommended
that the Government should promote the creation of inter-agency coordination bodies in this area
to back up the initiatives taken by the Ministry of Foreign Affairs, which since the end of 2003
has established an inter-agency group to study the subject of trafficking in persons.
Against a background of a culture that is still steeped in machismo and the acceptance of
sexual abuse and domestic violence, there is a widespread sense of impunity and mistrust of the
system of justice. The Special Rapporteur urges the Government to investigate and crack down
on police corruption and inaction.
