This work was originally initiated through a collaboration of the International Labour Organization's Sub-regional Office for East Asia, the ILO's Mekong Project to Combat Trafficking in Children and Women and the National Human Rights Commission of Thailand (NHRC) to establish the relationship between national laws and practices regarding the employment and protection of foreign migrant workers living in Thailand.

National Laws/Practices versus International Labour Standards ? Migrant workers can contribute greatly to their home and destination countries, if the process is well managed and if they are protected from abuse and exploitation. In reality, the situation is rendered complex by that fact that many do not enter the destination countries legally. To ensure that the new approach converges with international standards, the preferred direction for the future is for Thailand to become a party to all the relevant international treaties; this will help to provide greater harmonization with international norms, greater transparency by linking up with the international system, and greater incentive for reforms and global-national solidarity on the basis of a common platform with the international community. The recommendations are thus targeted to Thailand, with the cooperation of both the government and non-governmental sectors.
