The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Estonia, a National Plan of Action against Commercial Sexual Exploitation of Children (CSEC) is currently being developed by the Ministry of Social Affairs. In January 2006, the Government approved a development programme for 2006 to 2009 entitled Fighting against Human Trafficking, which also addresses child trafficking. This Plan must be finalised and should clearly define all the actors responsible for implementing the various activities adopted. The Plan should also receive sufficient financial resources. |
