The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. Germany has been noted as a destination country for trafficking in children for sexual purposes, although data collection on the problem remains limited. In 2003, Germany approved the plan of Action for the protection of children and juveniles from sexual violence and exploitation. Germany must ratify the different Council of Europe's conventions and protocols. German law should be reviewed in order to clearly define child prostitution related offences and include punishments for those who purchase sex from a child. |
