The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation, prevention, recovery, rehabilitation and reintegration, child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. Due to its location at the centre of western Europe, Austria is a country of destination and transit for trafficked children. These children come primarily from Bulgaria and Romania, and are taken to main urban centres such as Vienna, Graz, Linz and Salzburg.The Austrian government developed 3 'National Plan of Action' (1997, 1998, 2004).Implementation of the last (National Plan of Action for Children's Rights) needs to be strengthened through the adoption of more concrete action points, supported with the allocation of appropriate resources. The Plan must also be adopted by the governments of the federal provinces as they are legally responsible for youth welfare matters.
