The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation; prevention; recovery, rehabilitation and reintegration; child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Indonesia, although a National Plan of Action on CSEC has been adopted, its implementation and monitoring has been rather weak. This is partly due to the fact that it was not adopted widely at national level, as without an adequate level of promotion, and awareness raising by central government, the limited understanding of CSEC issues on the part of provincial governments makes them reluctant to adopt and implement the Plan. This results in a severe gap in the implementation of national policies to protect children from commercial sexual exploitation and trafficking. |
