The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation; prevention; recovery, rehabilitation and reintegration; child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Philippines, the Framework for Action against the commercial sexual exploitation of children (2000-2004) was developed in accordance with the Stockholm commitments, complementary to the National Comprehensive Programme for Child Protection. A severe weakness of the Framework was the lack of monitoring mechanisms to assess the implementation of its specific programmes. An evaluation was conducted, which has served as the basis for a draft follow up framework currently being discussed. Furthermore adequate financial resources are yet be allocated for the Plan's implementation, particularly to support the coordinating body so that it is not solely dependent on backing from the UNICEF.
