 The Agenda for action against commercial sexual exploitation of children provides a detailed framework and categories of actions to be taken by governments in partnership and other relevant actors for combating commercial sexual crimes against children. Broadly, these actions are focused on : coordination and cooperation; prevention; recovery, rehabilitation and reintegration; child participation. The Agenda for action is thus the formal and guiding structure used by governments that have adopted it and committed to work against CSEC. In Thailand, the Prevention and Suppression of Prostitution Act penalises those who own, supervise or manage a prostitution business or a prostitution establishment : it is the primary law to protect children against prostitution. Child victims and also child offenders are dealt with by the Department of Juvenile and Family Litigation, and generally subject to the provisions of the Act on the Establishment of Juvenile and Family Courts. Greater collaboration among Thai and foreign law enforcement of all tourist sending countries is required to ensure prosecution of foreign child sex offenders.
