This report illustrates Chicago's current response to the sex trade industry, describes how current response strategies could be enhanced, and identifies where new response strategies are needed. The recommendations discussed above reflect the complexity of this issue and the tensions that arise in our response strategies when individuals are both victims and perpetrators of crime. Local and national research illustrates the far-reaching impact of the sex trade industry on individuals, families, and communities, and proves that this issue can no longer be ignored or dismissed as a victimless crime.
