A proposal for the amendment of the TVPA and the adoption of administrative rule by the U.S. Department of State in order to properly evaluate and implement the TVPA’s fourth minimum standard for the elimination of trafficking in persons. This proposal specifically addresses the need to focus on the demand for commercial sex and thus the demand for victims of sex trafficking. Globally—and more specifically in destination countries—sex trafficking victims make up the majority of identified cases of human trafficking. For example, the European Commission reports that in the European Union, seventy-six percent of all registered trafficking victims were trafficked for sexual exploitation in prostitution and Europol reports that “[t]rafficking for sexual exploitation is the most common form of trafficking in the EU.”
