 GRETA encourages the Spanish authorities to strengthen their human rights approach to combating THB in the next human rights plan, including by addressing THB as a serious violation of the human rights of victims of trafficking. GRETA considers that the Spanish authorities should include the means of "abduction” and "giving or receiving of payments or benefits to achieve the consent of a person having control over another person” in the legal definition of trafficking in human beings. GRETA urges the Spanish authorities to take steps to ensure that national and regional action to combat THB is comprehensive,
